8. Management Software: What software is used to manage the door controllers and readers in your access control system? (e.g. Paxton Net2 Pro)

9. Consumable Usage: Please provide data on the monthly and annual usage/purchases of access control cards and fobs. This should include how many are issued, lost/replaced, and returned faulty/damaged each month/annum.

10. User Information: How many individual users require access control cards/fobs across all sites? If possible, please provide a breakdown by site or building.

Across 4 Trust sites we have a total of 37 Access-Controlled Doors.

We issue between 10 to 20 cards a month for new members of staff and as replacements for lost cards.

We do not hold data on the quantity of cards lost/replaced, or returned faulty/damaged

About 1800 individual users.

90% of our staff group need multi-site access control as they move between our sites so not site specific.

Yes, Expires in December 2025

We do not hold this data.  Please note that the Freedom of Information Act (FOIA) applies to recorded information that exists at the time of a request.  It does not require an authority to answer questions where this would involve speculation, opinion and/or the creation of new information, and this question can only be answered by so doing.

Engagement of s31(a) Law Enforcement: where disclosure would be likely to prejudice law enforcement interests and activities, such as the prevention or detection of crime.

This is a qualified exemption that requires the authority to carry out the public interest test. (ie a test of what is in the public interest, and not what the public might find interesting).

We have carried out the public interest test and have set out below the public interest arguments which we have considered:

Arguments in favour of disclosure:

  • Promoting accountability and transparency on how public authorities secure their buildings
  • To provide competitive information to commercial companies competing for business

Arguments in favour of maintaining the exemption:

  • The Trust has a duty to ensure that its buildings and assets are kept secure, and disclosure of the withheld information would assist those wishing to conduct criminal activity on our premises.
  • Disclosure of the requested information would, increase the Trust’s vulnerability to malicious attack, which would impact on the Trust’s ability to provide essential services
  • Under FOIA disclosure of data in response to a request for information is not a private response to a request, and may be freely copied. Responses provided under FOIA constitute a disclosure of information into the unregulated public domain, and are freely published within our own website disclosure log.
  • Disclosure of the requested information, especially if combined with other information already in the public domain or which could be gleaned from other sources, including that which the Trust has previously provided or may disclose in the future, would facilitate criminal activity.

Weight of Balance

In view of the above, we have concluded that, on balance, the public interest in maintaining the exemption outweighs the public interest in disclosure.
