  3. Following the same breakdown of staff groups in Question 3, how many Off-framework shifts have been unfilled between Aug 2023 – Present
  4. Since the start of Aug 2023 – present, please provide the current charge rates from your Off Framework, Nursing providers, providing a clear breakdown between the workers pay rate and agency commission
  5. Based on the above information, who are your current Nursing Off-Framework agencies and how many shifts have been booked for each month from Aug 2023 – Present
  6. Please confirm what Staffing Frameworks the Trust is allowed to utilise

Who is the head of procurement at your trust responsible for approving Nursing agency usage?

Our Procurement Team are not involved in approving agency nurse usage.  This is done through the Recruitment Approval Group (RAG), following submission of a temporary staffing request form.

Temporary staffing is managed by the People Team

Our off-framework spend on Agency nurses during the period August 2023 to date is Nil.

The Tavistock and Portman NHS Foundation Trust is a small specialist mental health Trust, and not a hospital, we provide outpatient, and mainly psychological, services via talking therapies on a day clinic basis.

We do not employ RCNs HCA’s, RMN or Specialist RNs.  We have not hired many agency nurses (RGN’s) for at least the last couple of years, and then only whilst we have a permanent vacancy. (please note that we only employ around 30 nurses at any given point).

  1. Following the same breakdown of staff groups in Question 3, how many Off-framework shifts have been unfilled between Aug 2023 – Present

None.  We do not operate a shift system as we are only open during the day.  We can confirm that nil days have been worked by any off-framework nurses during the period August 2023 to present.

Nil

The Trust is not restricted to specific frameworks and is free to choose the best available terms and conditions.

The Trust uses nursing agencies which are approved by Crown Commercial Services to provide Agency Staff to the NHS.

If an off-framework agency is to be used, this requires approval from the Chief Executive Officer and the Chief People Officer.
